On the afternoon of October 22, a working delegation from the Phuoc Binh Ward Party Committee, led by Provincial Party Member and Secretary of the Ward Party Committee, Ms. Huynh Thi Thuy Trang, held a meeting with the Party Cell, Executive Board, and the Fatherland Front Working Committee of Quarter 5.

Overview of the working session

On the afternoon of October 22, a working delegation from the Phuoc Binh Ward Party Committee, led by Provincial Party Member and Secretary of the Ward Party Committee, Ms. Huynh Thi Thuy Trang, held a meeting with the Party Cell, Executive Board, and the Fatherland Front Working Committee of Quarter 5.
Also attending were Ms. Pham Thi Anh Thu, Deputy Secretary of the Ward Party Committee and Chairwoman of the Ward People’s Council; members of the Standing Committees of the Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of the ward; as well as representatives of relevant agencies and units.

Quarter 5 is the central area of Phuoc Binh Ward, covering an area of approximately 105 hectares with more than 430 residents. It houses the ward’s Administrative Center, Square, and seven public parks serving community recreation. With its advantageous location, the quarter hosts a diverse range of business and commercial service activities that meet most needs of local residents and visitors.
The quarter consistently fulfills its annual obligations and actively participates in major campaigns such as agricultural and economic censuses, donation drives during holidays, digital identification activation, disease prevention, and maintaining security and order. The annual rate of recognized cultural families remains high.

During the meeting, representatives of Quarter 5 also proposed several recommendations, including strengthening waste collection and treatment, tree trimming and park lighting repairs, and upgrading facilities to better support community operations. They also raised concerns about container trucks entering restricted roads and parking improperly in residential areas.

After exchanges, members of the delegation addressed many of the issues raised by the Quarter 5 Executive Board and local residents.

In her concluding remarks, Ms. Huynh Thi Thuy Trang emphasized the need for all units to thoroughly implement the directions of General Secretary To Lam on the “Five Consistencies, Three Transparencies, and Three Early Actions” outlined at the National Conference on the Implementation of Four Strategic Resolutions held on September 16, 2025.
She also requested the early issuance of detailed guidelines defining the functions and responsibilities of residential area committees; the timely development of performance indicators for quarters to use in formulating their annual resolutions; and the allocation of facilities and equipment to ensure effective operations.
Additionally, the Secretary encouraged Quarter 5 to develop a community-based public security model, such as security camera systems, tailored to local conditions, and to actively monitor and follow up on the issues and proposals discussed during the meeting.

The session also included discussions on matters related to Party affairs, administrative procedures, population data management, and the Digital Literacy Program for Citizens.
